This is a stone Jizo Buddha from Sado Island in Niigata Prefecture, Japan.
In Japanese Buddhism, Jizo is a compassionate figure believed to save all sentient beings. He is especially revered as a protector of those in vulnerable situations, such as children and the souls of the deceased. Stone statues like this are commonly placed by roadsides or at temples, where people offer prayers and wishes. Era:1850-1890
